Milian Mechanoids Upgrade Support All Milians

This mod added upgrade research tab for Milian Mechanoids to improve their stats or install ability module. Now it supports all Milians.
The original mod only supports 3 types of Milians. And the original author haven't update his mod for 20 days. So I just copy and paste the code to make it supports all types. The original author can just put this work in his workshop if he want. And after the original author update his mod, I will delete this mod.
I also made some small changes: Now only ranged Milians can blink while only melee Milians can use jump pack. Because when ranged Milian uses jump pack, they have 100% chance to jump towards the enemy.

Bug fixed: The upgrades will not reset when you restart the game. And they will not affect other saves. Because I wrote a reapply method. When you load the game, the reapply method should work.
Bug fixed: The ability will be applied correctly after loading the game, and the log will not complain when you load the game. These bugs are caused by my last update.
Bug fixed: Your upgrades will not apply to enemy Milians, but the descriptions remain, just ignore them. For abilities, it will not be a big problem. Enemy Milians will gain the abilities when you complete the research, after that, they won't.
