Adds a Reinforced Bridge

[*] Stronger than standard bridges but still vulnerable to enough damage. Not required for pump/injector functionality, but provides more building flexibility over water. Cannot be built on deep water or deep ocean water.

[*] Each device can be [i]uninstalled, reinstalled, deconstructed[/i], and you can [i]toggle usage[/i] or [i]power on/off[/i] from its menu interface.
[*] Each device covers its 6.9 tile radius in 20 days (instead of the vanilla 60 days) but power requirement is scaled to be three times than the vanilla moisture pump electricity requirement (i.e. time to radius went from 60 to 20 and required power went from 150 to 450).

If you want to have bridges or structures completely surrounded by deep water, build those bridges and structures first, then use a Deep Water Injector to fill with deep water.
