All advanced oil processing/cracking recipes now require steam.
Options are included (disabled by default) to revert Basic Oil Processing back to the original outputs (30 heavy oil, 30 light oil, 40 petroleum gas) and limit simple coal liquefaction to the one output every other refinery recipe uses.
