Adds recipes to the Chemical Plant and Biochamber that allows you to make and place artificial wetlands on Gleba. Meant to be a stepping stone between artificial soils and overgrowth soils, since the artificial wetlands can only be placed on the water tiles of their respective biomes. I think the numbers I've chosen for the recipe are balanced, might tweak them in the future.
