Create spots, gather soil and water, and then change the terrain
All terrain changes start with Soil, and as shown in the image above,
they can be changed in a set order.
Since the tiles are grouped, the sequence should be easy to follow.
When transitioning from Water back to Soil, a moisture pump is still required.

Since there may be cases where there are no water tiles on the map,
water can also be gathered at a Soil Gathering Spot.
(at 1/3 the speed of a Water Gathering Spot)
