Removes quality from jumpsuits

Obviously, i removed the CompQuality. But i also looked what other comps are applied through inheritance:

[*] CompProperties_Forbiddable - re-added, else you can't forbid the item (on the ground)
[*] CompColorable - allows the jumpsuit to be colored at the styling station (requires Ideology DLC)
[*] CompProperties_Styleable - the apparel can change appearance depending on your style category (also Ideology DLC)

CompProperties_Styleable is useless since the jumpsuits don't provide different looks for different ideologies ([i]which is kinda the point of a prison uniform, i guess[/i]). Nevertheless, i think in this case, removing it should cause no issues.
CompColorable is not that bad as it sounds: the jumpuit itself does not change color, they stay blue/orange/red. The only color change happens to the small "nametag strip" on the chest.
You [i]could[/i] dye them for the "favourite color" mood bonus - if you think the emergency food prisoner is worth it :)
