Adds an Animal-tongue to improve animal handling similar to the Gastro-analyzer.

This is my very first RimWorld Mod ever!
I wanted this so badly I made it myself.
I copied the gastro-analyzer and changed the StatOffsets.
Please tell me, are the values good or unbalanced?
