Randomly changing weather conditions based on set minimum level, maximum level and clear rates. Clear rate means the rate that weather level will be zero. Required turn on weather override when new game created.

?weather start - Start weather system (defaultly started).
?weather stop - Stop weather system.
?weather init <WindLevel (%)> <RainLevel (%)> <FogLevel (%)> <Duration (sec)> - Change weather manually. It goes gradually.
